When configuring Fabric Extend with XIQ SD-WAN, it is understood that WAN optimization will not be performed. In other words, it is understood that WAN compression will not occur. Is the bandwidth value in the catalog of the SD-WAN appliance based on the compression being applied?

No. The catalog bandwidth reflects the appliance’s raw throughput, without factoring in compression.
Even with WAN optimization disabled (as in Fabric Extend), that number already represents the real forwarding capacity. Compression is variable and not included in the specification, especially since most modern traffic is encrypted and not very compressible.
