you have:
- VLAN-1= 10.3.1.0/24
- VLAN-2= 10.3.2.0/24
- VLAN-3= 10.3.5.0/24
and you want to block traffic from VLAN-2 to VLAN-1

I know that this is not a "solution", but:
1) did you try to add those MACs as a static ?
2) I see also that last stable EXOS is 15.3.5.2-patch1-14 (latest is p1-17) - maybe upgrade will fix your issue - please see the release notes
