    is there a way to put a VSP as NTP client and also serving as NTP Master for other devices?

    Yes you can by activating the command: 
    ntp master <stratum>
    However, as of 8.2, only the segmented mgmt IP interfaces (that you see from "show mgmt ip") can act as NTP client/server. So these will need to be reachable by NTP client devices wanting to use the VSP as an NTP server.
