We need propagate vlan over two extreme, but on first swift vlan id it's 71 and second swicht vlan 71 it's occupied for other vlan ... How can solved?

The simple way is to change the vlan tag on one of the both switches..

Here is a "quick and dirty" workaround, assuming that this is a small environment:

Let's say you choose vlan id 171 to be used on the second switch, and you are using port 1 on both switch for the connection between them. So now configure those 2 ports the following way:
- switch 1, port 1: vlan 71 untagged
- switch 2, port 1: vlan 171 untagged

- If you need to propagate more vlans, you can add them as tagged on the same ports
- This link should be the only one between your switches. Otherwise you'll have to deal with spanning tree / loop protection.
- Mid- and long-term you should definitely sort out your vlan design properly!
