That message happens when the Radsec proxy is dropped for whatever reason. A new one is automatically elected (there are always 2 I think). We had this happen to us when our background scans were kicking the Radsec proxies off. New ones were elected, all was well, but those alarms kept popping up, and they aren't self clearing so we had to manually clear them.
