I have 35 AP650's deployed across 3 buildings. I have some weird issues with Android phones ex. Pixel 3, Galaxy s8+, OnePlus 6t, and others getting the message connected, no internet.

This may be invalid, but one post I've seen claims Android devices are polling http://connectivitycheck.gstatic.com/generate_204
If it gets anything other than a 204, it will declare internet down (either blocked or in captive portal)
Could you have a proxy/ACL or something else blocking this URL?
[side note..kind of interesting this URL isn't TLS/HTTPS - seems ripe for abuse..]
user@penguin:~$ wget http://connectivitycheck.gstatic.com/generate_204

I would recommend picking one of the clients and run Client Monitor to observe authentication, DHCP negotiations, etc. Are they running the same Android OS rev?
