It doesn't matter so much but it should be the IP of the primary Radsec Proxy so long as both proxies are working correctly. There should be two ID proxies elected at one time.

Should the IDM Proxy ip be itself? Or the second Proxy on the network? Does it matter?

You should see the IDM Client as Enabled, the IDM proxy IP listed, and some information about the current Radsec Certificate state.
