VDX 6740 active standby problem

Hello,
I have 6 VDX 6740 switches.
on one of them I have this situation.

sw0# sh ver

so SW/1 is not coming up.
is there a way to force it to get up ?
Also there is a secondary image 7.0.2b which I would like to wipe.

you can find licence string with the following command:
show logging raslog | i license Copy and save the license key *B 7F:l:L5jZZ.......#

then you can added it back as in the article:

the first thing I tried is ha sync and it did not solve the problem.
if I go for Netinstall is there a way to backup the licenses which are now installed and reinstall them back at the end ?

Netinstall will install the firmware like a new switch. This can be useful when a switch is experiencing the following issues and it will take too long to fix manually:
  • One of the GOS partitions (SW/0 or SW/1) is missing
  • Switch cannot fully boot up due to a software issue (ex:Firmware upgrade or downgradewent wrong and now the switch will not boot, switch is in a reboot loop)
  • Corrupted file system or CF (compact flash)
