Hi Sirs

I have two questions for Pilot and Navigator license 

1. Could EXOS device use Navigator license on XIQ-SE ?
2. what is different Navigator and Pilot function ?

for questions 2 , have any document to explain it ?

EXOS will consume PILOT.

NAVIGATOR as you will see from the link are mostly third-party products and some older legacy Extreme products that are no longer directly supported in XIQ-SE (i.e. treated as third party).​

Device type defines features available.
Device type defines license needed.

The license type does not define features!

Example:
3rd party device consumes Navigator
3rd party device consumes Pilot if Navigator is not available.
The list of features is the same for the 3rd party device regardless of consumed license type
