I have made several enforce in 8.1.3.65 with Policy Manager even today, so I can deny on a global comment. Obviously you have something very specific. One wild guess, did you try to reload the page, to check the session is still open? It happens, sometimes, that the session is not active anymore but you don't have the pop-up window, and then you click and nothing happens.
