Way to throttle Windows file copy operations?

We have four locations all connected via an Extreme router at each core (MPLS network between them with AdTran routers at each location).  We do have QoS configured on the MPLS, but we are still running into issue with Windows users copying a file from A to B and maxing out the connection.  What we were hoping to do either at the port level or Extreme Control (if it can do it) is somehow throttle Windows based file copies leaving  a location so that it doesn’t end up maxing out the bandwidth at our main site.  We debated upgrading the MPLS speed, but then we’ll just end up in the same boat (with users maxing that out), so it sounds like we really need to figure out a way to rate-limit/throttle the copies.

We should match on the protocol tcp or udp and the appropriate port number for SMB.
