Can I upgrade from NAC version 21.11.10.57 to the latest version 25.02.11.23 in one step?
Are there any documents about this please?
thanks.

The answer is yes... and no.
There are generally two methods to upgrade Control / Analytics appliances and for you I would suggest option 2.
OPTION 1
-- complete the .bin-based upgrade(s)
-- review the release notes for the upgrade matrix table and what steps have to be taken
-- in this case 21.11 -> 23.04.12 -> 24.02.15 -> 25.02.xx ( I would recommend 25.02.12.xx releasing next week)
OPTION 2
-- the Control / Analytics configurations are actually stored on Site Engine
-- complete the upgrade/migration of Site Engine to 25.02.xx
-- deploy a clean / new Control 25.02.xx OVA/Hyper-V. Turn down the original Control VM and run through the install script; give it the same IP address schema as the VM it is going to replace and bring it online.
-- in Site Engine 're-discover' the Control appliance in inventory and via Control -> Engines, re-Enforce the Engine.
