EOS on S-Series and similar switches does support multiple OSPF processes inside one VRF. According to the
CLI Reference,
Multiple OSPF processes (process-id) are allowed per router. The S- K- and 7100-Series routers support 4 OSPF processes per VRF and 16 OSPF processes per router.

The limits stated in the CLI Reference are not enforced by EOS. The number of VRFs with dynamic routing protocols enabled is shown with the
show limits command and probably enforced. The release notes show limits for the number of VRFs with dynamic routing protocols only.
Edit: To answer your question, EOS does support multiple OSPF processes inside one VRF similar to Cisco IOS.
