Change from Bootprelay to udpfwd profile ,for specific vlans to support PXE boot , this caused DHCP to be unstable , where some clients receive an IP address from the DHCP server , while others do not , while on teh same network .

Looking at the DHCP server , logs it would appear that the dhcp request are not reaching the DHCP server Infoblox.

Bootp relay configuration removed before udp-profile added.

When the udp profile was removed and bootprelay configured , then the dhcp operated as expected.
