not sure if below info will help :

The Port Link Flap Detection feature allows a user to detect excessive link flapping and take certain actions. The user can configure a threshold for the maximum number of link down events within a particular interval. If the number of link down events go beyond the configured threshold value, the configured actions are applied. The actions are to disable the port, log the event and send an SNMP trap.

Feature will be implemented in later release of 21.x

The link flap function detects when a link is going up and down rapidly (also called “link flapping”) on a physical port, and takes the following actions:
• Disable Port
• Syslog
• SNMP Trap

Deliverables and Limitations
    Ability to turn this feature on or off on a per port basis Ability to configure interval, threshold and disable time on a per port basis Ability to configure actions like disabling the port, triggering an SNMP trap and logging the event on excessive link flapping on a per port basis Ability to manually enable the port(s) that have been held down after excessive flapping Displaying statistics regarding link flapping on a per port basis
