The blocked port only blocks BUM traffic to prevent flooded traffic from looping.  Unicast traffic will be allowed to use that "blocked" path.

Hi,

That would be expected behavior in a ring topology and that essentially prevents a lop in the control plane.

The main concern from that output is the "Operational", if it is anything else it can indicate a problem usually due to the physical layer(cabling ,etc).
