When can correct TCL regexp and regsub backreference function

Now when i want use regexp and regsub backreference function it always fail. i don't know why Exos will give up these important function. Please quickly correct .....

Help me the best way to get this resolved is to open a case. All bugs are tracked and sent to engineering from TAC so if this is not working correctly and we need a fix we need it to go to GTAC
