Stumbled today across something:

All access switches, X435-24P-4S, at one of our costumers locations are assigned to a network policy only used for wireless management.

XIQ Agent: 0.7.5
EXOS: 32.3.1.11

Has anyone a hint for what may have happened?

Maybe from relevance:

We had to adjust VR-Management / VR-default via ssh to get them connected to the XIQ in the past.

Which if I recall correctly has not been necessary for more resent installations, which are still assigned to their policies.

To my knowledge there is no process that would automatically switch any device's network policy. This is always done by a registered user within XIQ, and then made live when someone chooses to push a complete configuration update out to the device.
