I want to know Summit X670-G2 Series switch latency question

I read the data sheet X670-G2 Series "Less than 600 nanoseconds latency"

this is single device port to port latency value?

yes, this is a port to port latency within the switch. You might want also to configure cut-through switching if latency is very important in your use case.
