Connecting POE devce does not power

I have a TP-Link CPE210 POE antenna that uses 24V @ 0.6 Amps.I  am connecting to a 4950 GTS-PWR+ which uses POE+, but doesn’t power the device. I have some VoIP phones that are powered without any problems. Are there any other options I can set on the switch to power my device?

This Device uses a non-standard poe and can’t powerd via poe-switches, which deliver power based on 802.3af or 802.3at standard

It is interesting, because it was connected directly to an electronic bulletin board system and didn’t have a POE Injector. It had Power, all the lights were on and could detect SID.
