VOSS inVSN filter to limit bandwidth

I read a post on how to do port rate limiting, but I would like to rate-limit a port based on the inVSN filter.  We have a 100M WAN interface where we can enable rate-limiting, but I would like to put a limit on the amount of traffic for each L3VSN.  Basically put some QoS rules to guarantee bandwidth for each VSN that terminates on a VRF.  (ie. voice VRF = 10Mbps, Mgmt VRF = 10Mbps, and max limit of 50 Mbps for each customer)  We want to ensure that one customer doesn’t use the entire 100Mbps and leave nothing for the others.

We don't currently have the ability to set policers to ACL ACEs.
But the good news is that flow based policers are coming in VOSS8.5.
