3825 APs showing as inactive

I have a handful of 3825i APs showing as inactive in the controller. They are getting a valid IP address and I am able to SSH into the APs and ping the controller.

I have two C5215 controllers running version 10.41.10.0014

Any commands I send from the controller such as a reboot or release don't seem to effect the APs that are showing as inactive. I've tried manually restarting the AP and it rebooted and still showed inactive.
