Is there a way to assign static ip addresses to devices from the C5210 controller?

no that isn't possible.
From the below KB "....local DHCP Server is useful as a general purpose DHCP Server for small subnets. "

So the best solution is to use an external DHCP server as that could serve far more clients and allows for more sophisticated functions.
