The select-shutdown feature is intended for High-density deployment designs focused on 5GHz coverage with the objective of identifying redundant 2.4GHz radios and disabling them, thus reducing the overall CCI (Co-Channel Interference ).
In your configuration:

The “no select-shutdown” entry means that you are NOT using the select-shutdown function. In this case, all 2.4GHz radios (radio-1) will be operational all the time.
The “On” STATE for each of those APs means that radio-1 (2.4GHz) is currently *on*. This is expected and correct if the select shutdown feature is disabled (which is the case for you. “no select-shutdown”)
