Why dont I get full EIRP from AP?

I try to do a test with creating a 5GHz link outdoor.
The link works but to know the maximum distance I can do with this AP/antenna combination I want to get the AP to use the maximum allowed EIRP.
But I only get half (500mW = 27dBm) instead of 30dBm.
this is my setting and status of radio.

AP is powered by a 802.3at capable switch.
If I fool the AP that I have a 7dBi antenna instead it amplifies the IR to 20dBm so its something I cant see.

Really? Datasheet says:
Maximum Available Transmit Power:
2.4GHz: 21dBm Per Chain
5GHz: 20dBm Per Chain
You already do more power as the AP can ;D

Strange that that a Outdoor AP with built in heat does NOT support TPC.
Can you give me some documentation that supports that?

Hi,
you need to configure the radio for outdoor. Max. 30dBm is EIRP or TX power in your country?
30dBm EIRP with 2x2 radio, TX power is 27dBm, based on the MIMO. For 1x1 you can do 30dBm.

For this case, open a GTAC. I had some problems last year with AP6522. Mostly the same, but if I can remember with 14dBm max TX power.
After some mails looks like, radio problem. I think AP6522 and AP6562 use the same radio.

I have now lowered the radio to 1x1.
and that does not change any behaviour on the AP.
CHANNEL : Current: 100 Configured: 100 Width: 20MHz
TRANSMIT POWER : 17 dBm
ANTENNA USAGE : 1x1
transmit power is what AP is selecting it self.
