Wing controller captive portal redirection loop with extreme control

Hi everyone. 
Im having an issue where i have wing controller with extreme control configured as the authentication server. 
there is 3 ssids "Students", "Personel", and "Guest", these 3 ssids needs to be configured with captive portal authentication where if a student or a staff "Personel" connects to the ssid they should be presented with a captive portal and the authentication happens in it. 
this is the working system in the same customer with XIQ Controller and the extreme control configuration is as this :
the client  connects to the ssid and hit the unrigestered rule in nac this is configured via advanced locations rules 
and then after registeration they hit the normal rule personel or srudent.
but i couldnt do the same in Wing. 
i configured the captive portal in wing and provided a non resolvable FQDN, in the extreme control side i configured advanced location rules for unregistered rule and for the normal rule after the registeration 
the problem is that when the clients connect to the ssid they get the error ERR_TOO_MANY_REDIRECTS.
i configured the unregistered rule to send the custom1 attribute : Custom 1: cisco-avpair=url-redirect=http://kablosuzerisim.duzce.edu.tr/
where kablosuzerisim.duzce.edu.tr is a dns for extreme control and it is used in the captive portal configuration in XIQ Controller.
and the normal rule to send just the filter id that i also configured the same in wireless client rule in wing controller

I solved this issue where there was a misconfiguration on the extreme control side where i mistakenly selected the guest end system group in the normal "personel" rule instead of its currect group and by fixing this the captive portal now is working fine for the student and staff ssids fine. 
However i have another issue now where the guest connect to the guest ssid and fills the registeration form and then they are stuck in this stage and in extreme control side i see that they  dont move to the registered guest rule like the staff or the students even thou the COA is set in the wing configs in the "switches" menu in control and the time sync is currect between control and wing but when the clients turn off the wifi and then reopen it they get accepted to the network and they are placed in the registered rule in extreme control bcs by now they registered to the network.

Ok now i got the error Unknown Error Code: 0x0(Dec: 0) in extreme control for just the guest users ssid 
the other 2 ssids are working fine
