Symptoms
The Static LAG works fine with older firmware, until upgrading to 7.x firmware - even after following the special 'Transitioning to Firmware v7.0' instructions in 13533.

Cause
In releases prior to 7.x, LACP is by default globally enabled ('set lacp enable'), a state which is required in order for Dynamic LAGs to function but optional in order for Static LAGs to function.

As of release 7.x, LACP is by default globally enabled ('set lacp enable'), a state which is required in order for Dynamic LAGs to function and also required in order for Static LAGs to function.

Configuration for both Dynamic and Static LAGs is explained in 5203.

Solution
In order for any LAG to function with firmware 7.x or higher, ensure that the Global LACP state is returned to its default value:
'set lacp enable'.
