Cannot Launch AirRanger on Win 8.1 - "MSVCR71.DLL is missing"

I needed a decent application to monitor BSSID's on my laptop and thought the AirRanger diagnostic tool would fit the bill, however once downloaded and installed successfully, I get the following system error when I try to launch it.
"AirRanger.exe - System Error
The program can't start because MSVCR71.dll is missing from your computer. Try reinstalling the program to fix this problem."
I realise this is probably due to the fact that I'm running 64 bit Win8.1 and this is a 32-bit application, but I'd like to think someone else has had this problem too and found a workable solution.
I'd like to get this working before I try another alternative.

AirRanger should run on a 64bit OS. The file that is missing can be downloaded here:
https://remote-demo.extremenetworks.com/uploads/msvcr71.dll.zip
If you unzip the file and either copy it to the C:\Windows\SysWOW64 or the \bin directory that should run.
