Sai,
Both 460 and 650 supports basic layer 3 features with Edge licenses (static routing/RIP). If you need advanced feature set (OSPF,BGP) you may need to upgrade Adv. Edge or Core license pack. So you can use it as Access or Core switch depends on your network design.

You mean to say wtth core license installed I can use it as core switch and without core license I can use it as LAYER 2 / access switch......

Or license no where being the concern I can use it as L2 as well as L3

Both switches are L3 capable without any additional licensing. Depending on the extra features you need, a core license may be necessary. The answers provided above are accurate though, it depends on your use case.
