You can absolutely have more than one (tagged) vlan per port, there is no need to remove any existing vlans.

Is the neighbouring device sending jumbo frames? If it is, and jumbo frames are not enabled on the receiving port, you will see Rx Over incrementing in this way.

Essentially, all you need to do to initiate a broadcast storm is create more than one layer 2 path between 2 points in your network.
