For me it fails saying that "Because at least one device is currently disconnected, removing the user account for XXX could not be completed at this time

If the AP is still registered with the HiveManager as using that user account (meaning it's still known to the configuration of the AP), then the HiveManager will assume it is still in use and won't delete it.
You would either want to connect the AP to the HiveManager and remove all references to the user (a configuration update would do this, so long as the new configuration doesn't use the user record in question), or remove the AP from the device inventory so there is no running configuration registered with the HiveManager that is still using that user record.
