Technically yes. Free esxi will work as it comes down to deploying hivemanager ovf file. Probably not a recommended setup by aerohive which might limit support based on such deployment.

Please see the Quick Start Guide for specifics, however, you'll want vCenter and vSphere Client to manage the ESXi host and HiveManager Virtual Appliance.
