When you deploy a mesh setup, you will want to push the configuration out to the Remote AP first (the one that will not have a physical connection). Once that is rebooting, push the configuration out to the Portal AP (the one that will have a physical connection). If you're asking which ports are doing what, you should check your device specific settings to see what you have set it to use.
There is no setting to set an AP 1130 to be "inside" or "outside", it can do either.
