Device Down Alerts Workflow

Is it possible to create a work flow that will use the Topology Layer field, so that a L2 Access switch will check if there is a L3 Core/Distro switch down before alerting?  The goal would be to only get one alert for the distro switch and not 40 alerts for every connected switch.

I can imagine the following:

alarm based on your criteria (device down) will trigger workflow.

the workflow will check the topology layer through NBI and based on the response will do the action you want (email or nothing)
