I don't think that EMC/Netsight could forward SNMP traps (from monitored/managed devices) to another NMS if that is what you are looking for.
If you mean you'd like to only monitor the EMC/Netsight status - I also see no option to add a trap receiver in EMC that would tx EMC traps to another NMS.
But that would be a little overkill..... monitor a NMS with a NMS with a NMS 
