Guest manager not able to create users

We have a guest manager who has successfully made guest users on  two guest user profiles for last 12 months.Both cloud based ppsk guest profiles ,24hr and 7 day time limited

Now receives an error “ the user count exceeds 10” and is unable to make any guest accounts

admin account is still working to create guest users?

any suggestions

In the credential distribution group for your guest management users, has the “Restrict the number of credentials per employee to X”(default is 10) field been accidentally checked? (Top right person icon > Global settings > Credential Distribution Group)
