AAA on Extreme

Hello,

I would like to configure Authentication\Authorization on my Extreme Switch (Summit X440-48P) through AAA Server (Cisco ACS).
I Have added tacacs configuration and authentication works fine. But I would like to configure: if the AAA is not accessible then switch must use local Username\Password for authentication. This scheme doesn't work. 

Version of Firmware is 15.3.1.4
Could you please help me with this issue.
