I tested this years ago ( and wrote down the results ) Excuse my scrappy visio
Conclusion
If ip forwarding is disabled the router will
NOT forward onto vlan that is disabled
NOT forward FROM the vlan that is disabled,
The slight is exception is if the router OWNs the ipaddress it will always respond
But any for any other addresses on the subnet ie not owned by the router itselfs traffic will not be forwarded
