Layer 3 Virtual Switching is a fancy way of saying "This switch can be configured as a router". So instead of dedicating a separate device (the router), you can set up your VLANs, assign their virtual interfaces IP addresses, turn on IP Forwarding, configure static router or a routing protocol, and you're good to go.

No, the X430 is a layer 2 only switch and doesn't have any routing capabilities.

if you want to communicate between two different vlan, you have to enable the ip forwarding.
