Permissions error downloading VOSS config file using FTP

I have enabled the FTPD boot flag (TFTPD is disabled) on a VOSS 5520 switch and can start an FTP session to it OK. When I try to download config.cfg (or any other file), I get a permission error and nothing downloads.

Why can't I download the config file? Do I need additional commands to configure FTPD?

Hi dabbler.

This is probably not gonna help, but why not use SCP instead ?
