Is there anyway to enable LLDP RxTx on Mgmt0 ports? I'm referring to the OOB port used on the Universal switches? On other platforms this is possible but I can't seem to figure out what the CLI command would be to enable it.

No, LLDP is not supported on Fabric engine OOB port. That would be a feature request.
