Enable availibilty at C5210 and have problem to view atatus

I have two C5210 wireless controller and Enable Availibility and some AP status is at EWC1 is inactive and at other EWC (EWC2) is Active.
the other Problem is I cannot Reboot AP by Controller.
please help me to solve this problems.

Let's assume you run v10 as you didn't mentioned the installed software version.
On controller#2 in the GUI > AP > APs > Foreign > select all > Actions > Release
That should terminate the tunnel from controller#2 to the APs and the APs should open a tunnel to controller#1
