is possible get an static IP utilizing a third párty DHCP SERVER.
RFS7000----- configure vlan pool
WINDOWS DHCP SERVER AND STATICS IP.
AP7532---- SSID WITH VLAN POOL

Yes, on the DHCP server, you can enter mappings (reservations) for client MAC addresses and the IP address you want to be assigned. How this is done depends on the DHCP server you are using.
Once you do this, the clients will always receive the same IP address each time when they get a DHCP lease.

and put static ip on a device is possible? directly on card network settings of devices.

You can effectively cause a client to get a specific IP address by simply setting up DHCP reservations for client MAC addresses, on the DHCP server. Is this what you're looking for?
