I have two environments with WIPS enabled on the RFDomain but they both cannot identify the APs as rogue.  I have an environment that does, and I have been trying to compare them to see if it is a setting but not getting lucky.

Any thoughts?

An example of this issue:  Android device is connected via SSID and is broadcasting a mobile hotspot.  WIPS sees it as an interferer, but does not classify it as rogue.  Also, does not recognize the VLAN either.

Did you configure a wips policy with ap-detection enabled?
Example:
wips-policy default
ap-detection

Furthermore, this wips policy needs to be mapped to your rf-domain:
rf-domain default
timezone Europe/Berlin
stats update-interval 5
country-code de
use smart-rf-policy default
use wips-policy default
