How to make work the VPN of AP to AP with a Juniper Switch?

PPSK with MAC Binding.

When using the mac binding feature with PPSK, is it mandatory to have an User-Group with local password DB Location? If I use an User-Group with Cloud password DB Location, seems that MAC binding doesn't work.
