Resolved! AP 230's dropping clients briefly every 30 minutes

Resolved! ERR_CONNECTION_REFUSED

We have a site with 25+ Aerohive APs.  Site with 2 SSIDs, one business SSID (nees) and another open, public SSID with CWP (MEGAWIFI). Android devices randomly cannot access the CWP based SSID and get an error on the device (see error image attached)....
