I need support to check issue ACL & Packet rate is too high and vrrp flap on Extreme X650-24x.

How many ACL's have you applied on port 1,5,6?
I believe you could test this setup after disabling ACL on these port(aggregation). There could be chances that control traffic is getting dropped.
If you could open case with TAC, they could provide you RCA with PD # on s/w which you are running on device.
