configure rate-limit egress for port

i had configure rate-limit egress for port but i don't see the effect ;
configure ports 8 rate-limit egress 64 Kbps max-burst-size 64 Kb
but when i upload files to other server my speed reach 300kByte???

oops i was doing wrong test ^^.
upload and download is opsite for the connect device .
upload for Port mean download for connected device and vica versa .
