What benefit do you receive by having the same image in both partitions? In my opinion, this is a bad idea. You leave the last-known-good image in one partition and the new image in another. If you find a compatibility problem in the new firmware you easily roll back to the old, known good image and you are done. Yes, it is nice to have partitions aligned for managing at scale but that is easily done during a single maintenance window.

You do not copy firmwares between partitions, you simply boot from a different partition.

Firstly, I have no idea what the command would be or if it exists. Secondly, why would you want to do this? It doesn't matter what partition it is on. So long as you boot to which one you want, you're good.
