afaik 3620 was a 3610 with external antennas.
So, in general you can’t use it as stand-alone. If you have a Image of a 3640, I think there was a way to flash it.
But in real, this thing is soooo old, I would recommend to not use it anymore. Last patch was in 2015.

The only standalone models were the AP3630 or AP3640, all other model AP's are made to get their configurations from a wireless appliance.

AP3916 cannot be used as standalone AP. You need a physical or virtual controller.
